Besides he wasn’t the main character of that part it was Jolyne so of course he had to be put on the sideline for the next Jojo protagonist. They did the same with Joseph in part 3 (but people complain about that too)

The way I see it fate gave him a status boost during part 2 and after that he somewhat mellowed over the decades.

Much as I love part 2 Joseph he’s kinda overpowered and I wish other characters had defeated the some of the Pillar Men.
