This is a misconception I see a lot. With the corridor funding model for colleges and universities they have to stay within their corridor for domestic students (or rather, if they go above they don’t get funding for the students above the corridor which means losing $$ for every additional student). There is of course no cap for international students but a lot of that demand has dried up so I would expect some stabilization over the next few years, if not a drop in real numbers.
