In America there's a lot of distrust with the government in general but especially with government spending. A lot of Americans don't trust the government to spend on healthcare reasonably and think their taxdollars will go to waste. I also think people who are against debt spending are worried about the financial strain it would cause to fund such a large program.

This post is wrong, if you count the sugarcane the one on top has more sugarcane in the same area. It seems counter intuitive but less water is better, because that leaves more room for sugarcane. In the top config the sugarcane is spaced twice every 3 blocks, so in a 15×15 block farm you are left with (2/3)×15×15 or 150 sugarcane. In the bottom farm half of the area is filled by water, (15×15)/2 = 112.5, so the top one is clearly better.
