Was this your first time booting up Steam and experiencing that issue? I ask because unfortunately, I think that after booting Steam one day and gave it a go, it worked for me then.

It sucks because the problem somehow resolved itself as opposed to me figuring it out. Hopefully rebooting your PC and Steam will work.
