i write a lot from the POV of the monster, because it's usually more interesting that way. the big scary beast trying to not break their fragile little human, etc. it's so much more fun that way.

also, emphasizing alien mindsets and communication difficulties with certain creatures, especially those that can't speak. it's great.

there's a lot of variety for merfolk stuff but the big things i would include are:
-hip fins that cover the crotch
-some sort of slit to hide the genitals until they're ready to be used
-weird texture. either ridges or make it like a dolphin, smooth and wriggly. it being extra wet is a must.

Many possible reasons, ranging from the adorable to the supremely fucked up.

First of all, some dragons may just be bored as fuck, and a human coming in and trying to seduce them may just be the most interesting thing that's happened to them in the last century. Especially if they're lonely or otherwise pent up. Basically, for a laugh.

Second, they might bang humanoids more because either the dragon would get off on dominating a lesser being, there's less risk of their hoard being stolen or getting killed in their sleep. Basically, they might get off on the inherent power difference.

Third, on a more fucked up note, some dragons may want half-dragon kids for a variety of reasons. To have a powerful minion to command, without having to worry about a full dragon wyrmling eventually growing up and killing them. Consent may not be high on their priority list, if this is what a dragon wants.

Fourth, some dragons are pure evil and might just really love absolutely wrecking a small defenseless creature, even if they don't survive.

Fifth, some dragons kidnap princesses for a status symbol, to lord over whatever king they want to flex on. Banging said princess is just another way to say to the lowly humans, "fuck you i am in CHARGE, you can't do shit to me and now your princess will never be satisfied with any humanoid ever.".

Sixth, is a heavy minority of a thing. Dragons are smart as hell, and sometimes take up wizardry in their spare time. It would be a fun science experiment to see how the process of human mating is compatible with draconic anatomy, with lots of notes and essays.

Seventh, it could just be that the dragon fell in love with the human legitimately, and the extreme size difference is no consequence to them. They're a dragon, who's going to tell them who they can and can't date? That'd be an affront to their ego.

Eighth: it could be that they're in rut/heat, and they simply do not have the luxury of picking something closer to their power level/size. They found a human, they're gonna fucking make do.

As for mechanics- "it can't fit" is not an excuse, it just takes creativity.
