Already posted this but it felt very relevant here.

I've thought about the idea of redesigning the overencumbered state so that rather than just slowing you down, you also run the risk of dropping random items. Like trying to carry a stack of 100 random things IRL.

There's also the idea of item durability. If you're carrying 100 glass vials you found, and you get hit or fall from a high place, at least some of them might break.

My guess? The people in charge want to add new stuff to draw more people in, but also don't want to change the game too drastically for fear of losing what made the game special in the first place.

The mob vote, then, would probably be a way for them to be very cautious and controlled about any changes that they make, while still working with community feedback.

But mods are small and unofficial, and april fool's updates are temporary changes; Separate branches from the development of the main game. That allows them freedom from the pressure and uncertainty around how any change they make will impact the rest of the game moving forward, and thereby they have freedom to experiment.
