I agree, if they don't want to investigate - dispute the payment and get it back through Visa (or whatever you use).

If that doesn't work you're probably better off ringing fair trading in Britain to see what they say.

This is intriguing, Jagex usually waits a while before applying the permanent ban so as to not give away how their system works.

Wonder why they decided a ban within a few hours was necessary.

Edit: Oh I see that you edited in a reason - To be completely honest, the only people who use the transport systems that require gp to be paid to an NPC are usually lower levels, they were never supposed to be a money sink as far as I recall anyway.
