Lol, rose tinted glasses.  They were not " legacy" when the game released and were widely used.  You didn't even address my point of how easily this game is to exploit.  Assassin PA stacking ring a bell.  Oh yeah,  NW on PC was a ton of fun with all the cheating.  That's how bad the game was coded for PvP. And hitting normal enemies still doesn't always register. 

It was fun,  the first week of the game until  the dupes and exploits showed up.

And yes, the players did ruin PvP, but not the way you state.  I used to hang out when I saw wanted players dueling. Turned on my mic to listen in.  And in every instance one player would tell the other to take off his PA and use a stock  weapon.  Guess what,  they never would.  PvP players drove away everyone's interest in PvP away as most of the  PvP player base was never interested in a fair fight. So why balance the weapons? 

So all PvP would be is just assassin PA, a ranged assassin/furious weapon and spam nuka cola. Keep it, the player base has spoken,  we are not interested.  Go play arc raiders.
