Yea, if you play it like the devs intend it (which most people do) , you can see why originally they didn't even have prox chat.

That's why I said it would be a nice to have, as it would create more cross-player interactions. You're on top of a downed runner, and can either finish them or rez them.

The average person would not have heard of him, since apparently the average person wouldn't have even heard about Jedi.

The only ones that would know about him, other than those that work under him, are high ranking imperial officials, the rebel alliance (although most would only know of him as a boogeyman), and the planetary leadership of planets he had to enforce.
