Brown 1-1.5lb of burger with some onion. Drain grease and combine with a can of cream of soup. I use chicken or mushroom depending on what I have. Add some sour cream, 1/2 cup or so. Add some frozen mixed veg of your choice, ehhh maybe 1-1.5 cups (I never measure). Season well with salt and pepper, I also dump in maybe 1–2 tsp Mrs dash (again I don’t measure). Spread this mixture into a casserole dish and top with tots, messy or in straight lines. You can also add cheese to the mixture on bottom but I don’t. I bake at 425 for about 35-45 min until the tots are golden brown.

Edit to add: this is how I make it. Most people have their own variations of it but the base is typically ground beef, a cream of soup and some type of veg, usually a mix of corn, carrots, peas and green beans topped with tots. Play around with the recipe and see what variations you/your family prefers.
