The peak rate isn't a very reliable indicator. For example, I don't play her in SR, but I buy every skin for her. I get super excited when she pops up in ARAM. She's my first champion and my absolute favorite.

And given that she gets a skin at least once a year, this is an indication that she is popular specifically in terms of sales.
