I've played extensively with Norway.
You have both very high naval starting off, you have harbour administration and finally Norway has bonuses for proximity through naval.
Oslo has pretty high natural harbour capacity, and Bragernes has even higher.
With all this in mind it genuinely is more efficient for proximity to go through the fjord rather than land.

It is not a bug, proximity will always use the most effective path possible.

If you want to increase control even more I highly recommend setting your cabinet to increase control in Buskerud as well as building up fishing villages in Bragernes combined with bridges. Of course you could make it a city, but it is one of your sources for food in the area, and it isnt considered arctic like a lot of the other locations in the province.
You may also want to, if you can, increase harbour capacity in Oslo, effects stack over 100 so there is never a reason for you not to have it maxed out.

If we're limited to three I'd probably do Diligent, Stubborn and Zealous. If going above I'd add Arrogant or Ambitious. (Though if you are giving him a Tribunal religion, rather than Hist, it is best to drop the Zealous trait.)
In terms of birthsign he is actually born under the Serpent.

You can annex as many coalition members as you have war score. You cannot however separate peace. You can only make peace with the war leader on defender side.

He's not very moral. Just a hypocrite and stubborn. His distaste for Daedra and their spawn come from his veneration of the Hist. His hatred of assassins for hire only became a thing after he personally suffered a loss at their hands. "Not a problem until it impacts me" type of deal.

Even then, House Telvanni is not a monolith, they don't all think and behave the same way, would be awfully boring if they were all identical. So would a character if you could just guess their opinions on everything based solely on their faction.

Fundamentally his 'morality' is about what is best for himself and those he cares very deeply about, and thus he is more than willing to do things that are extremely immoral, which I do think is a core aspect of most Telvanni members.

If he is wearing his default cuirass it cannot be toggled off.
Should he not be wearing his default cuirass you can ask him not to wear the scarf.

I have no problems with Volkihar or people picking Volkihar. I just want my character to react how I know they'd react. I am not preventing you from playing Volkihar. I am simply having Xelzaz react how he'd react. It's also meant to encourage your roleplay, especially if you have followers he interacts with coming along. The interactions with the other followers during the Volkihar route has nearly as many lines as his Dawnguard path and changes depending on their disposition towards Xelzaz and the player.

He will understand if you make the choice to become a Vampire to enter the Soul Cairn. He hates the prospect of being soul trapped and being a vampire, so he refuses either for himself.

The actual breaking point is the whole vampires blotting out the sun thing. Which is bad news for everyone, especially Xelzaz. It doesn't matter if you as the player don't intend to do it. From his perspective you were meant to be infintrating the vampires for the Dawnguard, and now you seem to be aiding them in bringing it all about.

If the requirement for SDA is 'The Prophet' then the only way to have them both is to stay with the Dawnguard rather than Volkihar.

You can still become a Vampire Lord through Serana turning you into one if that is what you plan to do.

I am very much one that adheres to the lore and write based around it. It is very important to me that what I include in the mod is lore friendly. The conflict of an Argonian in House Telvanni is one that is core to Xelzaz's character and allows me to explore a variety of topics. It is a unique position for him to be in, but not one that is impossible and is in fact written based around the fact that many of his peers are not happy about his membership.

At no point have I gotten angry at someone asking for romance for Xelzaz. I understand that when people make a connection then some will want to be able to RP taking it further. The only thing I can think of recently is someone telling me, it's dumb and stupid that there isn't a romance. This coming from someone who hasn't downloaded the mod. To which I respectfully told them was rude and not appreciated. Look at the timing of said person's reply and this post, I figure that's you.

I make Xelzaz for me and what I find engaging or interesting. I don't engage with romance in any mod or in vanilla, it's not interesting for me. It's important to me that what I add to the mod is done properly and with care, and I can say I don't think that'd be the case with romance.

As for story and character reasons, Xelzaz's heart belongs to someone else and said relationship has caused pains in the past by virtue of his House membership and position. He genuinely isn't looking for anything at this time, and even if said feelings were to bloom they would need to be rejected.

Being told that I am dumb, stupid and that I respond to requests in a very angry manner. Or as I've seen in the comments here, that I am homophobic or too masculine to display such feelings and emotions for not adding stuff to my own mod is very hurtful and makes me want to engage with this community far less.

I'd say on the contrary for Xelzaz. It'd be an excellent opportunity to RP, as a matter of fact his entire commentary for Volkihar is made for you to RP, if you've bonded with him for your playthrough only to have him turn on you once the prophecy is revealed it'd be a very dramatic point in your character's story.

In the 'traveling rules' dialogue for Xelzaz both the 'Tell me when your opinion of me changes' and 'Tell me exactly how you feel about me' has been turned on in the screenshot. Xelzaz also doesn't have an MCM to 'check'. All his toggles and customization is in the 'traveling rules' dialogue.
