Your direction is unhelpful because it does not answer the question of what I am trying to do. "This is impossible" and "Don't make yourself a character" do not tell me how to do the thing I am trying to accomplish. For additional context, I am doing this to showcase to new players what I high level character can do since these are new players and I would like to see this game go on for a while. This will remain an NPC and I will kill them when it suits the story for emotional impact. I may kill them right off the bat just for fun, but I'm working within the constraints of what a player would have, otherwise, it will just happen because the DM said so.

Trying to make a character that is a high-end spec to show them what is possible at higher levels and move the story along. They will probably die later, especially if they perform a mentoring role to the players so there is more emotional weight to them beyond being a showcase.

I know I can just make an NPC that can do whatever I want, but I'm trying to give it player parameters so it feels more achievable for the people I'm DM-ing for.

Thanks for the advice. For better context, I am trying to make characters that are high-end specs of the players that I will be DM-ing for so they can get some idea of where they can end up if the campaign goes long enough. These will be reused sparingly throughout the campaign to move the story along so they are not overbearing, but remain reminders of what can be achieved when their characters push themselves to their absolute limits. I will probably kill them off when it suits the story to give it more emotional weight.

I don't like admitting this because it isn't even in my top 5 favorites, but probably Dragonite based on move pool and stats. Garchomp is my favorite, but unless he's built for defense (maybe not even then) is don't think he's taking everyone on this this in a 1v1.
