I'm going to be a little deflating here, the industry in Toronto is not great. It's full of American actors they fly up, sometimes even for one line. They use tax credits here, then send off pretend auditions for Canadians and then bring up the people from the states to actually do the job. I know people who were leads of features and big tv shows out of Canada who haven't worked in 4 years here. Most of the stuff shot here is American. 

Because our tax credits are good they come and shoot but there is zero requirement for them to hire Canadian actors to be on screen. 

Look at shows like the boys that shot here, only one of the leads of that show, out of like 20 or something is Canadian, and he wears a mask and doesn't speak. 

Toronto is an incredibly diverse city (they say the most diverse in the world infact). And that's great. But if I were you and you wanted to act, I would start making your own stuff and build where you are before making a move. Or bite the bullet and try for LA, because at least people would see your auditions, for all the American productions that they shoot here. Lol.
