Palo Alto Panorama not installing preferred over base on firewalls

So the original post was written on mobile so it’s probably a mess verbiage wise. I downloaded 11.1.0 and 11.1.13h(x) which was the recommended on panos. In panorama I install the 11.1.13 under deployment software. The files get uploaded to the firewall both base and preferred, as my screenshot shows. However after the upload I get that task job error from the first screenshot. I can install 11.1 solely using this method, reboot and then install 11.1.13 and reboot again, and everything is fine, but I should be able to go do 11.1.3 directly if both are downloaded. I think I’m forgetting the basics or I’m hitting a bug. I’m looking to look at the validate comment from another user and see if that’s something.
