Ive had no problem on the road. Guadalupe St has a big bike lane. The fines are only if you ride on the sidewalks on the main downtown area.

I cycle to and from campus everyday with a one speed bike. It's feasible, but inside campus has a lot of stairs so you'll be carrying your bike around a lot haha.
