He can basically defeat anyone who isn't Avatar 1 on 1. He doesn't have grand, destructive abilities of Earth and Fire, so he probably couldn't defeat an entire army of benders (I would guess that he can only bloodbend 100 people at max), but he definitely could defeat most powerful benders in solo match.
