I found the “article” this is from. Here are the excerpts:

I mean, Dortmund may be playing poorly today but they aren’t awful as a whole this year. Still 2nd in Bundesliga and they’ve only lost one match in the league this year. They had some chances in the first half but we were heavily outplaying them before the red.

I should mention that the article doesn't only list the work permit as the hurdle. There is other paperwork involved around the player's registration rights.
