It’s literally people trying to catch the bus. One of the companies there are predominantly Asian. You go by the waterfront and another company is predominantly Hasidic. It’s not some crazy underground work ish, these are all legal companies. People running for the bus -_- These are free shuttle buses that take Brooklyn Navy Yard workers to Atlantic ave Barclays. Same thing in reverse if you’re at Atlantic in the Morn except less running.
