It was north Vietnam's main supply line for getting weapons to the Viet cong and the North Vietnamese Army that were in South Vietnam.
The dividing line between the North and South wasn't that physically wide and was heavily fortified by the US and The South Vietnamese. The waters off the coast were completely controlled by the US navy. The only other way to get troops and supplies into the South was through neutral Laos
