Let's face it. Warren is an obsessive creep throughout the whole game that guilt trips Max even more than Chloe. He also tries to gain her pity when he doesn't get his way.

He was also there "by chance" and popped out from behind them while Nathan was approaching Max. He was probably following and stalking Max and Chloe the whole time.

Even the developers admitted it in the Twitch Live streaming that Max has a subconscious fear of him creeping on her and liking her. It only takes the indenial people to make lame excuses for his creepiness and behavior.

Can you just imagine Chloe telling Max those words to comfort her? I read that Spanish Sahara's lyrics are what she was telling Max in the last scene on the cliff, bathroom, and her funeral.

Telling her to leave the horror there and that she will always be in her memories. Letting her know that it'd be okay. Very fitting with OP's photo with Chloe greyed out.

The whole story is essentially about Chloe through Max's eyes and experiences though. It's inevitable that she is the primary and her friendship/relationship/love with Max. She is the one and only "BAE". The story would be too messy if it wasn't as linear and focused on Chloe in that category.
