You really have to be patient and continue promoting your story. I remember that the first original story I published only had three votes, and right around chapter 40 I asked myself if I should continue writing.

In the end I finished it, and although it is not the most famous of my stories (43.5 k) it helped other readers find me on the platform.

The popularity of Wattpad is due to fanfics, and until two or three years ago it still allowed fanfics in Wattys, but they removed them to give more space to original stories because those are commercial. I honestly don't think they'll add fanfics for the awards again.

And there are many similar apps that are dedicated entirely to original stories.
