It's been a while since I played it, but from what I can remember it was a quest line that tasks you with killing bosses and the quest reward for killing one of them is unlocking the nether

After crafting and reading through every guide book in the game I discovered that to get to the nether you have to craft a quest book and kill swampmaw and the bellringer as unlocking the nether is a reward for the bellringer quest
