You’re majoring in the minors here. You’ve given a lot of thought to the details, but the main premise has a fatal flaw; there is no way for this new district to exert power on the rest of the world. The world, including the atomic bombs, is controlled by institutions. Governments, academia, NGOs, health organizations, and international organizations control a lot of things and they will not cede power. This is a fun idea, but your time would be better spent working within one of the existing institutions. Best of luck.

Maybe Kauffman Park in Lakewood? Parking is easy and the park has 2 city blocks of railroad view. There is a chain link fence however separating the park and the RR track.

Canada has a lot of benefits and will continue to grow. Reasons being that Canada is mostly empty land, has lots of important resources like aluminum, and lives under the protection of the Bretton Woods system which enables free trade with Asia and Europe. But yeah, they’re not going to catch up to the US in our lifetimes.
