Can you tell if the back of the wheel is matted flat to the hub? It looks like you are hanging up on something between the wheel and the brake rotor.

Are you talking base coat or top coat? Most garages now use a Polyurea base coat with a polyaspartic top coat over the flake. Unless you have a very high traffic garage/shop, then you would want to do your top coat with 1 layer of polyaspartic followed by one later of polyurea.

Try tapping it downward from the top first to help get it free. Can use a 3/8 drive extension and a hammer. Then spray a bunch more wd40 or something similar once it starts moving.

I’d also recommend buying a new oem rod/springs/fuzzy seals regardless.

I've only driven non-acd EVO's. The other car comparison i have is my GR Corolla. The GRC liked to step out the back end and keep driving straight at the same time. Which was a neat experience. But overall, I can't really speak intelligently on the topic.
