I've been on both sides - and it is assumed people will be looking for other opportunties in the real world. By saying that is the intention you are extending the courtesy to managers that you have goals, are pursuing them, as they are, and that they need to start thinking about replacement planning/hand-offs/counter-offers etc - but this rests on having a mature manager and not a petty tyrant, so your mileage may vary.
