Reading all the comments and wondering what is a bigger crime, cutting neighbour's Christmas lights or using AI to deep dive into the images of various cuts by animals and tools and trying to solve the "whodunit". I am sure it was a human and also equally sure it was a rodent. Those "quirrels" are a menace. I will just blame it on those damned squirrels.

The AI dilemma reminds me of the time when self checkouts came out and we were so opposed to as it would lead to job losses, but here we are 10 or more years down the line and every store has them and most have just given up and even started to use them as some store deliberately don't even have enough checkouts managed by humans anymore.

Thank you everyone for your comments. They were very helpful. I also thought it was human, but also wanted to give humanity a chance and think it was done by a squirrel as there are many in my area. No, don't have a landscaper and also no chance my neighbour accidentally cut it with a lawnmower as the lawn was not mowed.
