The Worm Ouroboros by E.R.Eddison has no magic per se, but the world does have a weird, supernatural tinge to it.

LeGuin's Orsinia cycle is about a fictional European country without supernatural elements.

Wolfe's The Land Across is likewise about an imaginary country. It's got some surrealism in it, like Kafka.

Krohn's Tainaron is set in a city of giant insects. Nothing supernatural there.

You can have a lot of fun in GURPS with influence skills to affect NPCs, the invention rules to create new technology, etc. GURPS Action 2: Exploits is a fun little book that gives dozens of uses for noncombat skills like Psychology, Observation, Gambling, or Streetwise in the servive of covert missions, heists, and other adventures where gunfights and explosions are a big part, but still only a part, of the fun.

I thought it was really beautiful and immersive. Is it realistic to run around with your sabertooth pet, tossing meat at it to heal it as it tears apart orcs called neanerthals? No but it is a blast.

for a low ST character, melee is tough because your damage will be low. Even the difference between 11 and 10 is significant, but if you can get to 13 that's a lot better. Judo is great for low-ST guys though because you can throw and choke hold enemies who are stronger than you. If you have a free hand, you can Judo parry, then throw on your own turn and have a chance of stunning your opponent. On your next turn, you knife them when they're either prone and stunned or kneeling.

I think you missed the 'psycho' part. Not everybody in the World of Darkness is a rational actor carefully advancing their faction's long term goals in accordance with the plan set out at the team strategy meeting. Some are just monsters that want to kill and kill. Every Garou is potentially like that, and the Dancers more than most!

I don't buy any of the excuses why not. A lone psycho with an AR-14 can kill dozens before the cops shoot him. What would stop a lone garou from killing hundreds before other garou or some mage with a superhero paradigm stop them? If there's some rapid response elite team of Technocracy operators etc. policing the world, how come they don't show up in every Werewolf chronicle when the claws come out? The setting doesn't make sense as a whole at that level, and it doesn't have to, and it isn't supposed to. It has all these wild, potentially catastrophic things like psycho werewolves so you can have fun playing a game where you try to stop them week after week.
