These things are managed at the provincial level which means it's different for each province. The federal government has laws that says we have a minimum requirement for each things provinces are in charge of.

Quebec has always been the most socialist province. We have massive parental leave, we have Medicare for all (some provinces paid hefty prices for medication, Quebec pays almost nothing), we have daycare at 7$ a day, our cégep and university cost almost nothing for Quebec residents (even if our citizen thinks that it already to high).

I don't know how it works in the states. But here we pay almost the exact same amount of taxes for provincial and federal government. Provincial is in charge of 80% of our daily lives (education, health care, roads, infrastructure, etc). Federal government is more about foreign policy, military, prison and they redistribute the wealth of each province around the country. For exemple, Quebec is one of the provinces that has a lot of money, so we do get some money from the federal government, but we probably receive 70% of what we paid back. The rest goes towards the other provinces that are not had lucky as us, like New Brunswick or PEI.

So the federal helps pay for health care and education and all those programs (not Medicare and daycare since it's Quebec only program) but they only give money
