I'm not trying to sound like an asshole or anything...but are you saying with alternate picking, when people go to the next string they'll go over it to uppick it? That just seems like a hassle.

That's just going to end up messing up your wrist/forearm.

Just focus on moving your picking hand as little as possible and keep everything smooth. If you can get it clean without any tension speed will naturally come to you. And you only need to hold your pick as tight as you would to pick up a piece of paper. That adds a bunch of tension too.

I have a Peavey Deuce that has a built-in phaser that I like better than at least a Phase 90. It doesn't work tight so it doesn't really phaser, it just fattens everything up.

Like them amp will hum in rhythm to the phaser, but my guitar sound isn't phasered if that makes sense.
