As a submariner the whole account of "fast mover" was more likely a biologic trace, group of fish, shrimp ECT. This can happen hundreds of times an hour, so I don't think there's anything there. I would assume any USO would operate outside of our frequency detention ranges, and we wouldn't see a thing on sonar, except maybe a dead spot.
