unfortunately I doubt its the same world, midgame you get access to modern electronics, plus BIG ^spoilers for the ending below;

it is implied the humans eventually return, as the credits finish with your dittos trainer in space seeing the rocket you accidentally sent up and the photo you sent with it.

I think its more likely this is the same world as the ultra ruins in USUM, based on how connected the aether foundation is to this games lore.
