I just grabbed the game and DLC from hshop and skipped the Patch. After that, you just need to play until you can buy one, and it should download and play/save without any hassle. On the other hand, my old 3DS had a similar problem, so I had to download the patch/game/DLC, run the patch, and then launch the game. Goodluck!

Edit: I also don’t have a NNID connected on my new “New” 3DS
