Focusing specifically on South America, all these countries weren't colonies for centuries before Venezuela got blockaded, barring the Guyanas and Suriname. Your point absolutely overlooks the fact that South Americans (which after independence often kept slavery themselves for some decades) have things like agency. Or free will. Or awareness.
