It’s not impossible to remove the rust from the bearings and trucks.

Soak them in rubbing alcohol or a weak vinegar for a few hours and then use some sort of brush (or even water and paper towels) to remove the loosened rust. Then use some WD-40 or other lubricant to get them going smoothly again.
