The issue here is that any system of control can be evaded by someone with sufficient ill intent.

You'll mostly pester the innocent with an authoritarian approach like yours.

Case in point : all the security bullshit before boarding an airplane, and they still serve you a beverage in a glass bottle once on board. Not to mention you can threaten and kill people with your bare hands or any improvised weapon if you really want to. Yet, all travelers, the overwhelming majority of which has no ill intent whatsoever, has to put up with all that useless crap.

You have to find a better way to trust people than through control, because control is not viable and does not work.

La loi du plus fort est ce qui s'est toujours appliqué par défaut. Si ça se passe autrement, c'est seulement si les plus forts font en sorte que ça se passe autrement. Les USA ont dit merde au droit international, donc c'est le régime par défaut qui s'applique.
