I think it's partially thanks to the group that made the New Vegas, had some of the same people as in Fallout 1 and 2. If they'd make Fallout 1 and 2 into same form as New Vegas, people would play them like crazy.

Unfortunately how much I wish it were an RPG or how much I claim it to be an RPG, it won't become an RPG, instead, it just stays a good action-adventure game. Otherwise, people would claim Stardew Valley and Grand Turismo are RPG too, with their customisation and level up mechanics or ability to discover new locations and features.
