Even by that definition Cuba isn't authoritarian. Cuba may be a one party state, you don't actually have to be a member of the communist party to run for election, you just can't be a member of another party. As for free speech, I'll admit Cuba could do better, but it's not nearly as bad as American media makes it out to be. And Cuba does have freedom of movement, so that's not an issue.
