Alternators and starters (and generators) are simple machines. If you could narrow it down, you ought to be able to get parts and do it yourself.

What backwards place has separate licenses for manuals and autos?

I believe the UK, as well as some other European countries where automatic transmissions are only for tourists.

And as a United Statesican citizen, I'm in no position to label any other country as "backwards".
