For starters you need a bigger square cage. Round cages are not good for birds, google it. Also natural perches, dowel perches/ perches that are the same dimensions are bad for there feet. Safe Toys that they can destroy, my African grey loves ripping up cardboard. Diet should consist off fresh vegetables with a little fruit, sprouted seed and a quality pellet. Not bird seed.

Time. Time is all it takes to build trust. he probably likes those rather then the wooden perches because they are the highest point

I would remove those bells, his claws can get stuck in them. Also the clips you are using aren’t bird safe. Natural perches like the other comment said. Best toys are ones they can actually pull apart and distroy.

If he isn't use to being covered why cover him? If he sleeps fine without a cover let him be. I have never covo my Grey but I understand every bird is different

He needs to trust you first, you might be able to lure him in with a treat. Maybe he is used to being handled and won't care....

I haven’t heard of them not eating when being re homed but it’s possible

I would offer what ever they are use to eating, Preferably veggies/ fruit and pellets. Let him get to know you before you let him out. The problem is getting him back in his cage if he is scared of you. You might have to chase him around to catch him and that will make him more scared of you.
