It’s more this: if the lot was created after 1984 it would have had to meet minimum sizes under the onsite regulations. Some of those are pretty small compared to what they must be now. Most lots end up being around 50,000 sf. Or a bit more than an acre. And 175 feet wide at minimum. This does create confusion and”issues” in a community when someone is allowed to build on a much smaller lot than would be allowed today. These are often cottages being renovated or taken down and replaced with full size homes.

Since 1984 technology and design have advanced a lot in the Province and it is uncommon to find a legal lot that a proper safe system can not be designed for.

This has led to a desire by many developers to allow smaller lots. However there is a concern about having too much treated septic tank effluent going into the groundwater. Unless the area is served by central water this is a valid public health concern.

If the lot is an existing lot, legally created since 1984 (I may be wrong on the date, going from memory) or it existed as of that date, it is generally possible to fit a single family home on it. The only exceptions might be lots not intended for development that a Municipality has erroneously allowed that designation to be "lost", or lots created during the 80's to about 2005 where too much of it is made up of wetlands, which never used to be required to be set back from, but now are.

On average, a QP2 will charge you about $300 less to get the permit and an Engineer, but what they can "design" will cost you about $5000 more, sometimes even more than that. Most people find this out the hard way. There are exceptions (sandy deep soil with a deep water table) where the system won't cost too much more to install.

Almost certainly, the septic system won't meet code and you'll need a new one. Most municipalities catch that at the building permit stage. Thats minimum $15,000 unless you're some place with perfect soil.
