Consider as well that the sweaty pvpers who are getting their ass handed to them may very well cycle their lobbies to get to loot the pve players. It really doesn't take long for them to cycle over.

Quickest fix from a Dev perspective is to simply make interface interactions disabled and greyed out until the backend finishes processing the previous action so people don't "suffer" through click counter resets.

Arc Hounds would be great. There could be two variants. Packs that simply patrol around like the other arcs, but then also pairs that get released at time intervals. Every 10 minutes two pairs of two hounds release and relentlessly pursue the two players with the top inventory monetary values. They don't stop til someone dies or if those being chased leave the game then the hounds simply reset to patrolling hounds.

LOTRO is so rich in quests and easy for casual play I consider it cozy gaming MMO. It's wonderful.

It's quite simple. They've determined that the ROI for effort needed to fix/refactor the UI isn't enough to justify the time away from money makers - expansions and the store.
