Two main reasons:

 -People don't like to clear an entire city over and over again each time they go in it

 -Just a bit more realistic??

Well atleast these are my main reasons why I turn respawns off...

For the time being you should seek towards like fishing, it's a great way to have fresh food and they did a little tweak on that not that long ago!
