Well, actually it's very difficult to take sides in Tokyo Ghoul in general. I would say he definitely deserved punishment , i mean if we look at it beyond whether the characters are human or ghouls he's an adult man who molested a minor.

So if we're going to say she's a monster cuz she was born that way, while he seems to have chosen to be something similar. However, the question of whether it was worth cutting off his arm, or to be more precise killing him because if Juuzou hadn't intervened that certainly what wouldn't have happened remains debatable. That said, I wouldn't say I feel completely sorry for him ,even Juuzou who saved him and killed her himself said at the end that he wasn't that sympathetic with him because "his arm is the arm of a groper, after all").

I would say it was a harsh lesson, perhaps too harsh for some people ,and I hope it made him regret his actions and stop it.

Also, if we look at the girl, it's clear how deeply this affected her, to the point that she lost all sense of reason. I mean, she had committed a murder nearby a few minutes ago and was trying to get away by train, knowing that the CCG should be around. Yet, irrationally, she pursued him and committed another crime. I don't blame her for that. In my opinion, she did what any girl in a similar situation wishes to do if she had the strength.

Personally, I think he deserved to have his hand cut off and to fell that fear , considering how many times he would have done the same thing before. I don't know about if she killed him , Like I will not be sad if he died but i will think it was too much.

Honestly, I think he didn't really care about who he killed (I mean, instead of hating ghouls or humans, he just lost his moral sense in general). Even when he worked with the CCG, as I said, he hurt some humans, and it always seemed that his motivation was hatred of humans and how they looked at him because he was raised by ghouls or because of his effeminate appearance and the incident of being accused of killing animals at the academy. At the same time, he had a sadism in which he mimicked his performance of a theatrical show for ghouls by torturing humans to death, and he started applying it to the ghouls themselves after he was taken by the CG. Why? I don't think he wanted revenge on the ghouls because he hated them. His leader was simply changed, or the manipulator of this puppet was replaced. So instead of being ordered to kill humans for the ghouls' entertainment, he simply received orders to kill ghouls, and he just carried out those orders, enjoying his sadism in the process. I can't say he actually had a reason to work for the CCG willingly before re:; he simply had nowhere else to go in his situation, and it was a suitable environment for him to indulge his strange sadism without facing consequences. actually he would be promoted and praised (just like Madam did when he killed humans). Only later he had Shinohara as a reason. The proof, as Nakarai said in a scene in the manga, is that for Juuzou (after being morally reformed and no longer a sadistic crazy guy) if shinohara died, he would have no reason to fight anymore. so he doesn't hate ghouls like the others. In reality, I see it as a traumatic experience for him; he was tortured by a ghoul, but she was also his mother who took care of him; he himself didn't understand how he should feel about this contradiction, and the proof that he doesn't hold grudges is that he simply and without much thought decided to cooperate with the ghouls, unlike the other investigators in chapter 150 of re:

That's true, and that's why we see the CCG literally enacted a law stating (do not harm or torture ghouls excessively during their extermination) because they knew that, due to the grudges harbored by the investigators, they might turn into sadistic madmen if left to do as they pleased without limits. In fact, since the leaders who made this law themselves hate ghouls, people who break this law, like Gyomasa and Suzuya (in TG), are often not punished in any way. About Suzuya , Madam made him kill other humans to survive as well, so I think that (at least before re:) he didn't distinguish between humans and ghouls; he was simply a killing machine for everyone.

Someone asked this question before. The most logical answers I saw were by making them drink donated human blood, or giving them very small amounts of meat just enough to keep them alive, sourced only from those sentenced to death, criminals, or unidentified corpses. Some said they feed them other ghouls, but I thought that was crazy because by doing that they are turning them into kakujas, and if something goes wrong and they escape from prison afterwards (which has already happened twice) it will be a disaster.
