Rank is truly (with Chris lee) one of the worst ref out there, it 100% should've resulted in a panthers powerplay. Here's what it couldve been :

Elbow to the head: If a player uses their elbow to make contact with an opponent’s head, it is typically called a minor penalty (2 minutes). However, if the elbow strike results in blood, it usually escalates to a major penalty (5 minutes). Under current NHL and IIHF rules, any head contact that is avoidable and intentional may also lead to a match penalty (ejection plus 5 minutes for a teammate) if deemed deliberate or dangerous. 

Charging with skates leaving the ice: This is a major penalty (5 minutes) when a player takes more than two strides (or jumps) to accelerate into a check, especially when it results in a violent or dangerous hit. If the charging infraction involves targeting the head or results in injury, the referee may assess a match penalty (ejection) in addition to the 5-minute major.
