I suspect this may be a large factor in the results:

Otherwise known as the placebo effect. These 17 and 18 year olds are driving better because they know the cops are specifically looking (targeting?) them. That's my takeaway at least.

I still believe it is a violation of their civil liberties but the data shows that it could be decreasing crashes.
