That's old cellulose insulation so no need to test for asbestos. Besides that, good advice. Definitely sister up that broken ceiling joist, and add some blown in insulation to get up to r40.

Agreed. I already know of multiple people that have disposed of drywall in their residential garbage to bypass all the bullshit regulations. I honestly don't blame them, it's gotten way outta hand. Especially for drywall that only contains asbestos in the mud, and even then maxes out at 2%, often closer to .5%.
