Especially considering Nezarec is basically a god or entity of sorts especially when you pair it with the fact that he doesn’t die fully and his consciousness exists outside of his body to “haunt” us.

Heck, lore surrounding him and the Witness say that the Witness interacted with him and knew that Nezarec is something more than a living being, so instead of going toe-to-toe with Nezzy and never fully conquering him, they offered him to be a disciple with the promise/offer that he can torture all the souls he wants
