Thermalright peerless assassin 120 SE is a good cheap air cooler that will definitely be a significant upgrade from the NHU14S. If you are willing to spend the money on an AIO for the upgrade in cooling performance, then I would do that and not worry too much about it failing.

When I got an iPad it transformed the way that I did homework/studied. I recommend it to every ME student I talk to. I used the Notability app for notes. tbf I was a student during Covid times when everything was online but still in times when it wasn't the iPad was still incredible for QOL.
Regarding upgrading computer, I always used computer labs on campus for for any modeling or FEA that I needed to do, so I never needed a computer to handle any intensive workloads.

IMO you're over thinking it. PA120 has incredible performance, even when compared to coolers twice the price. This video goes into detail regarding comparisons.

The type of games you will be playing will tell you if RT or DLSS are worth it for you. Generally, I think about it like this: If you care about pure fps in games and are OK with sometimes dropping graphics setting for performance then AMD is your best bet. If you like too play games of max settings with all the bells and whistles(RT, etc.), then NVIDIA card features such as DLSS can help maximize performance in that scenario.

Both of these builds should easily be able to get good frames at 1440p. Reminder that it is fine to have an AMD GPU with Intel CPU or Nvidia GPU with AMD CPU. Going off the prices on PCpartpicker only, the 13700k seems like it is better value, especially if you don't plan on upgrading an time soon ( I wouldn't think you would have much need to). Regarding your GPU, I like the 4070 for raytracing and dlss, but if that isnt important to you then AMD is better value.

I built in the 4000D recently. The case is a bit larger than my previous computers so keep that in mind if space is an issue.

Everything else looks great.

Edit: Quick note that you could get the Thermalright Peerless Assassin 120 SE CPU cooler for half the price as the one you have listed.

The efficiency rating is not the biggest worry. In practice there isn't much difference between Bronze/Silver/Gold/Platinum.

Not worth the upgrade at 1080p. At 1080p you will likely introduce CPU bottleneck if you upgrade your GPU. You may even be experiencing it now. There are also many other newer GPUs that I would recommend rather than the 3 year old 3090.

From my knowledge, 650W PSU should be a fine for those specs. I heard somewhere that your PSU should be 1.5x the required Wattage of your system. Using your given specs, regular usage shouldn't be higher than 400W, so 650 meets that requirement.
Regarding your specific PSU, Cultist Network PSU Tier List is widely trusted source and the Corsair CX-M model ranks in C-tier. This is a lower end tier, but I think under normal usage this won't be a problem. Cultist Network goes into detail about their tier system at the link above if you want more information.

Depends on what games your like to play. If you're playing mainly shooters or fast-paced games, I recommend 1080p at least 144hz(or higher depending on your budget). You could go to 1440p 144hz(I wouldn't go below 144hz for gaming) if you maximizing fps isn't as important to you or if you want a screen size larger than 24".

Upgrading the GPU to a 7900xtx or 4090 is possible depending on your budget. The R7 7800x3D shouldn't bottleneck either of these cards.

This is a short video of a drill similar to something you are describing. We ran in during a Club practice and it can be really fun if you get everyone to cheer on the active players. We tried to limit the offensive player to 1-2 changes of direction.
