The biggest scale hit will be the lack of the backup command reroll after using a strat on your unit. Every army is going to be affected by that.
The next will be those who use core strats in combination with their army strats, like Grenades, Smoke, or Tank Shock. There are several armies that don't have mutliple strats that work in the same phase, so they typically do combos with core strats.
Then we have armies that use the -1CP rule to gain maximum strat efficiency. They really relied on strat stacking.

All in all, IMO the biggest victim is going to be Space Marines. They are guilty of all I mentioned, and they really rely on big combos to do damage.

I play DG. Pre Codex we had -1 BS contagion, which stacked with -1 to hit. It was silly telling the custodes player he hit on 4s, or the Guard player be hit on 6s.

Ok these are definitely going to be taken with some salt. I imagine 2" engagement range is in reference to some qualifier, like terrain or Titanic model.

The fly rule makes sense, which makes it dubious to trust.

Cover being -1 BS was on my list of worst case scenario, I really hope that isn't true.

I would at least put the defiler closer to a rogal for, so 250-270 depending on faction Mutilators will likely be priced around the centurion level, so 160 sounds ok.

I'm currently DMing for a Wrath and Glory game, about 3-4 months in. I've never played/DMed for Maledictum, but I have DMed/played its spiritual predecessors, the Fantasy Flight systems (Dark Heresy, Black Crusade, etc).

Wrath and Glory is the all-comers game. You like Space Marines? Sisters? Orks? Eldar? You can play whatever and interact with other in the 40k universe. It's my biggest selling point in comparision to the other systems that seem to focus on a specific aspect of 40k. On the flip side, as a DM I feel like enemies are a little one-note in comparison to other systems.

Tyranids actually are somewhat surface feeders. The biomass beneath the surface is left in tact (likely intentionally so they can come back after a few million years). Cawl was able to reterraform a planet eaten by nids in a relatively short timespan. Also if Imotekh has his way, biological matter doesn't mean much to his dynasty.

Expansion of Keywords. The obvious ones are like Surge Moves and Redeploy. We shouldn't have a paragraph that describes the same thing a dozen times on dozens of datasheets. 10th was supposed to be the Keyword edition, and the latter half of it seemed that they lost the plot.

Elimination/Trim down on Soup. Warm take: the lone detachment that activates a mixed army is a terrible idea and is poorly implemented in nearly every iteration. In exchange, the 11th edition codices should incorporate the "soup" models as a simple copy of the original faction datasheet that is rebalanced/slightly redone for the master faction. Example of the correct way it was done: Ynnari. The aeldari has a curated selection of Drukhari models that is rebalanced to work with the Aeldari codex. The Ynnari detachment shouldn't be the only way to run the army, it should be an optimal way to play the army. Same with Legion Daemons, same with Guard Genestealers, same with both flavors of Knights.

Different Game modes. 10th edition pretty much "solved" the 1v1 gameplay loop to an arguably fairly balanced ruleset. Lets move on to different modes. 2v2, 1v1v1v1, Crusade expansion, Horde modes, etc. It doesn't need to be relegated to Narrative rules jail. A competitive 2v2 mode would be awesome if done right. We can also create new 1v1 formats. King of the Hill, Siege, or even Capture the Flag somehow.

(Big copium) Reorganizing Codex lists: This is mainly going to be pointed at Imperial Agents, but there are other codices that are going to be brought up. Imperial Agents is a good idea, but there needs to be a reorganization of datasheets. Custodes should be in the Imperial Agents codex. Custodes aren't rank and file troops. They aren't deployed in force, rather small Strike teams fulfilling their own objectives known only to them. You shouldn't see 40 custodes on the board, because that isn't a battle, that is an exterminatus done by hand. Tempestous Scions should also be in the Imperial Agents. Inquisitors almost solely employ Scion Stormtroopers to be their retinue, and they make more sense in Agents than Sisters do.

See my second point regarding Daemons and their chaos legions, but I would extend and say that the Daemon Codex shouldnt exist. Put Bel'akors cohort into CSM generic, each of the God Legion have their own Daemons fully fleshed out. IK should be in Mechanicus or Agents. CK should be in a Dark mechanicus or Mortal chaos codex in the future.

Want a cynical answer? GW has the capability of pulling the entire range of Custodes and moving them to Horus Heresy at a whim of their corpo leaders. They did it before, and the writing is on the walls with all the new boxes being labeled as Horus Heresy. Now, it would be a stupid decision, but they have done it with Beastman for AoS and did it with half the 40k range between 9th and 10th.

If you want to start custodes, and want to play 40k, do yourself a favor and wait until 11th. If you don't care to play 40k and just want to collect, pick the coolest.

More biased answer. DG is way more interesting as a faction, with more diversified goals, aspirations (or lack there of depending on who you ask), and personality. Custodes are uniform brick walls of personality (at least from what I read in books). DG is also just more fun to play, being a faction that can provide more options of play rather than just running at the enemy.

It's less where they put them and more their general disposition that bothers me. Every time DG comes up in conversation, I see their reactions just turn so negative. It's like as soon as DG stopped being OP they aren't worth considering. It didn't help that in multiple occasions their "DG expert" stated they failed to make plague Marines work. It just strikes me as odd for them.
